It has been my privilege to serve as the Rowan County Property Valuation Administrator since December 1989 after having been a deputy P.V.A. for seven years.

I am a graduate of Rowan County High School and Morehead State University. Since becoming P.V.A. through continuing Revenue Cabinet coursework, I have received the designations of Certified Kentucky Assessor and Senior Kentucky Assessor. I have served three years as Legislative Vice President of the Kentucky P.V.A. Association and one year as Executive Vice President. I am a member of the International Association of Assessing Officers (IAAO), Kentucky Chapter of IAAO, Morehead-Rowan County Chamber of Commerce and Elliottville Baptist Church.

Despite working with a very limited budget, through sound fiscal management, our office has been able to utilize some of the technology that is available to today’s assessor. We are in the process of implementing a GIS system and will ultimately have our property maps, building photographs and sketches computerized. In 1999, I applied for and received a grant of $6,000 from the Revenue Cabinet Technology Fund. This grant paid for half of a computer system that enables us to view records from the Rowan County Clerk (deeds, mortgages, etc.)

Since we utilize these records on a daily basis, this has been a tremendous time-saving step forward. To my knowledge, we are the only P.V.A. office in Kentucky with this capability. In July 2000, our office received the “Outstanding Assessment Jurisdiction Award” which is given annually by the P.V.A. Association to a county that has implemented a technological or administrative program that is considered a component of a model assessment system.

My staff and I are proud of the quality of our records and our knowledge of the county. Our main objective is to fulfill the Duties of the P.V.A. office in a fair, equitable and professional manner.
